Well working with someone the idea of Emailing Workers on Comment instead of just Notifying a worker came up I though it was a good idea.

Ok this patches does several things.

1) Fixed a minor bug were if you unchecked notification it would still send them. That is fix.
2) It add translations to the add comment box.
3) Add Email Notification option.
