[CHD-1602] [Parser] The worker email treated as replies issue has come up several times.

Some people want worker replies to be consider customer replies and to send them out and some want them to be considered comments. There is comes up a lot. Tonight I was helping someone tiring to deal with this issue and looked at the code. It turns out it is a pretty simple change to disable the sending of emails. So I decided to write up a patch to allow admin the ability to turn if off.
